An Update on the Bureau of Customs


As you may well know, Nicanor Faeldon was appointed to be the Commissioner of the Bureau of Customs. From the time that Commissioner Nicanor Faeldon was appointed as such, there have been ups and downs with the Bureau of Customs. The collections have been down, thereby causing a huge dip in the government funding.

A lot of weird Customs regulations were made, especially the power hungry Command Center. The establishment of this Command Center effectively takes away the power of the Deputy Commissioners and Directors of the Philippine Bureau of Customs. All power now rests with the Commissioner. This somehow seems to me to shatter the system of checks and balances, as well as a blatant disregard with the well-placed procedures in the Philippine Bureau of Customs.

Duplicity of positions and overlapping authorities within the Bureau of Customs were made. Sources say that one position is occupied by two people, an old hire and a new hire. The new hire was put in place due to the reason that, as Commissioner Nicanor Faeldon might say, “Di ko ma-control ang mga luma…” which roughly translates to “I cannot control the old employees…” Therefore, despite the duplicity in positions, which would mean more government spending using public funds for the salary of these new hires, people were hired by Commissioner Nic Faeldon to serve under his administration.

These are just some of the bad news from inside the Philippine Bureau of Customs.

Some good news… Sources say that Commissioner Nicanor Faeldon will be taken out of his position as Commission of the Philippine Bureau of Customs. But, this change would only happen either on December 2016 or January 2017. It has been said that Commissioner Nicanor Faeldon begged, for lack of a better term, to stay in the position for a few months.

Such request of Commissioner Nicanor Faeldon can be seen as either good or bad. The request to stay might be to effect some changes for the good of the Philippine Bureau of Customs, or it might be a ploy to garner enough funds for his comfortable retirement.

Well, one thing is for sure. He instantly became richer after sitting as Commissioner. One thing I noticed is that before he became the Commission of the Philippine Bureau of Customs, he was wearing a digital watch, as compared to now where he is wearing a Rolex Watch. Maybe, you guys could be the judge of that.

There you have it. By next year, there will be a new Philippine Bureau of Customs Commissioner. I just hope that the next Philippine Bureau of Customs Commissioner could do good to the Philippine Bureau of Customs and the Country.
